The government is opening a Merit Scholarship Program for Foreign Students (PBEEE) to support the pursuit of research activities in Québec institutions of higher education, attracting outstanding foreign researchers and students, and promoting Québec universities and Transfer Colleges of Technology (CCTT).

About the Prize: The program covers higher education in general by giving CCTT researchers and administrators the opportunity to participate.
In the most natural way, scholarship credentials for foreign students aim to create cultural links and allow them to develop possible scientific research projects.
The program also represents a tool for the news to support the Quebec Government’s scientific policy.
Merit Technical Programs for Foreign Students have three parts:
Professional scholarship in doctoral research (V1, 1B, 1C, 1I, 1IS, 1M, 1W);
Postdoctoral scholarship (V2, 2B, 2C, 2I, 2M);
Interim research or scholarship for professional development (V3, 3B, 3C, 3I, 3IS, 3M, 3W)

Achievement: This scholarship is intended for foreign students or researchers from all fields of study (health, humanities and social sciences, arts and letters, natural sciences, and engineering) initiated by the University of Québec, Synchronex, China Council of Education ( CSC), the Ministry of Foreign Affairs of Mexico (SRE) or the National Council of Mexican Science and Technology (CONACYT) to start or continue studies or research activities in Quebec. There is no bias for research.

Must meet all eligibility criteria on the closing date of the competition (different closing date must be confirmed for students preceded by CSC).
Must be designated by the university or Synchronex (CCTT).
For Quebec-China scholarship, it must be reviewed by the CSC.
It may not be ready to receive a Merit Scholarship for Foreign Students from the MEES, FRQNT or theFonds de recherche du Québec – Société et culture (FRQSC).
You cannot be a Canadian citizen or a permanent resident of Canada.
It cannot apply for permanent residence status under Canadian immigration law.
Two doctoral programs are not eligible.
Applicants of the Québec-Wallonia scholarship must have previously studied at a French university institution in Belgium at the time of their graduation.
Recipients of medical studies must:
Have the approval of the du Québec Certificate of Excellence (CAQ) issued by the ministry, de Diversité et de l’Inclusion du Québec and the reading permission issued by the Canadian Embassy for the duration of their studies.

Award Number: Unspecified (No preference per country)
Doctoral research scholarship: $ 25,000 per year. The duration of the scholarship is three years, with a possible extension of up to 12 months ($ 1,000 monthly allowance).
Postdoctoral scholarship: $ 35,000 for one year (cannot be renewed).
Interim research or scholarship for professional development: $ 3,000 per month for a period of up to four months.
In addition to the scholarship, MEES offers all exemption recipients from paying the tuition fee required for foreign students and medical insurance coverage provided by Régie de l’assurance maladie du Québec (RAMQ).
Doctoral scholarship: The maximum duration of the scholarship is three years (nine semesters), with a possible extension of up to 12 months.
Postdoctoral scholarship: The duration of this scholarship is one year. This scholarship cannot be renewed.
Short-term research or scholarship for professional development: The duration of this scholarship is four months. That scholarship cannot be renewed. Short-term scholarships may be granted if the duration of the study is less than four months.
